The City of Sugar Land is located 20 minutes southwest of downtown Houston and is the largest city in Fort Bend County. The Animal Services Manager is a Division Manager position reporting to the Assistant Director of Environmental and Neighborhood Services for the City of Sugar Land. Please note the following about this exciting opportunity:

• The Animal Services Manager must be an effective communicator, skilled relationship builder, and a proactive consensus builder, able to bring diverse people together to work toward common goals. The Manager will guide the implementation of the vision and goals for the division and bring the staff together as a unified team to achieve great successes. The City’s greatest asset is its committed and talented staff. The Animal Services Manager must invest in the division’s workforce, continually coaching, developing and mentoring its next wave of leaders and animal services professionals.

• Sugar Land’s Animal Services is a progressive, public animal care and control agency. The city provides humane shelter for the community’s lost and stray animals. The staff for Animal Services includes the Manager, Administrative Coordinator, Animal Services Supervisor, Field Supervisor, one full time Kennel Technician, three part-time Kennel Technicians, one Veterinary Technician and four Animal Services Officers. The Animal Shelter has contracted veterinarian services and commonly houses 100+ animals including exotics and wildlife awaiting transfer to local rescues. The shelter also houses wildlife that act as educational ambassadors for the community. The Animal Services Manager is responsible for obtaining necessary permission from Texas Parks and Wildlife in order to house these animals. The Animal Services functions are supported by the dedication and hard work of a large number of volunteers who provide thousands of hours annually to Animal Services efforts.

• Candidates must be committed to the City’s animal care philosophies and efforts to achieve a high live outcome rate through coordination with rescues, proactive redemptions, and a successful adoption program.

• Candidates must be knowledgeable of Texas Department of Health and Safety Code associated with Animal Control, as well as have knowledge of city, county and state animal control ordinances, laws, and statutes. Candidates must be able to demonstrate specialized knowledge in handling of animals, breed identification and animal behavior. Must be able to demonstrate understanding of the care and behavior of animals, and of public health laws and guidelines regarding the investigation, capture and containment of diseased animals.

• Candidates must be able to effectively oversee the management of both shelter-based and field activities of the Animal Services Division; including budget, administration, policy application, field services, shelter performance, and internal and external relationships.

• The City of Sugar Land is about to begin the design and construction process for a new Animal Shelter facility – an exciting project for the City and for the next Animal Services Manager. Successful candidates will have experience in the use of metrics and technology to advance the goals and mission of Animal Services. The City has invested in technology to assist the employees in administering the important functions of Animal Services. It will also be important to continue to foster and build ongoing, effective relationships with other animal services partners in the metro area.

• Candidates will ideally have a bachelor’s degree in Animal Science, Biology, Environmental Science, Public Health, Business Administration or related field and five years’ administrative experience, preferably as a subject matter expert in animal care services, programs and collaborative efforts. Any combination of education, experience and training that will provide the required knowledge, skills and abilities will be considered. Strong leadership and administrative skills, preferably in a large, complex organization will be critical to success in this position. Candidates must have the ability to inspire and lead employees in an emotionally taxing environment by utilizing modern management practices. Candidates with experience in a leadership position with an animal welfare organization or animal shelter or in a position with transferrable skills in a non-animal shelter position are highly desired.

The annual starting salary range for the Animal Services Manager is $75,000 – $98,000 +/- DOQ. The finalist candidate’s starting salary will be based on the candidate’s qualifications and experience. The City of Sugar Land has a generous and comprehensive benefits package.
